Premier Wen Jiabao said in his government work report that this year there will has a massive increase in government investment, implementing a two-year total of 4 trillion yuan investment plan, in which the central government to be added 1.18 trillion yuan. National Development and Reform Commission’s “With regard to the instructions about the 4 trillion yuan of investment” lists in detailed about the key usage of the investment as well as the financial budget.

According to national laws, the tender period of a project requires a time as long as one month. But the relatively long tender period may cause some owners complains during the implementation process of funds and projects. They think that the funding can not be fast placed, so that the implementation of the project will be also delayed.

For both sources and usage of funds, the Chinese government’s construction projects to expand domestic demand are all in the context of mandatory bidding. Therefore, we must do the bidding work well, and the departments who use these funds should also implement the project well. Any sector or individual should not simplify the bidding system, nor can bypass the bidding system this threshold. Surely, the relevant departments should constantly improve the bidding system, strengthen the legal advice and guidance services on investment and construction project bidding which aims at expanding domestic demand; simplify the bidding procedure of non-state investment projects; reasonably shorten the tender period of small and medium projects; encourage the use of total project contracting and the whole process of project management or other tender methods; give full play to the service functions of the tangible construction market, to promote the web-based bidding for the record, online registration, E-book, computer-aided tenders’ evaluation and other information services means to improve the efficiency of the tender and speed up the progress of the construction.
